Academic Profile

Pan Ei Ei Phyoe is a climate and water specialist pursuing her doctorate in Geography and the Environment at the University of Oxford. Trained as a water resource engineer and social scientist, Pan Ei’s doctoral degree aims to discover the use of climate information in the Tana River Basin in Kenya, highlighting the critical need for tailored climate information in water resources management. Her research develops an interdisciplinary framework to assess water managers’ climate information and service needs in regions vulnerable to climate extremes. 

Her background is marked by significant work with the International Water Management Institute, International Hydropower Association, and Stockholm International Water Institute, where she concentrated on sustainable water management and governance. At UNFCCC COP28 in the UAE, Pan Ei plays a critical part in advancing the presidency’s water agenda, drawing on her extensive experience in integrating water security with climate policy. Additionally, she has demonstrated leadership and coordination skills through her role with the Oxford Water Network at the University of Oxford in the UK, further showcasing her commitment to advancing water-related agendas on a global scale.

Pan Ei has also engaged in short-term consultancy work for clients, including the Red Cross Climate Centre, the Alliance for Global Water Adaptation, and the Global Resilience Partnership. Pan Ei’s research and professional efforts are geared toward enhancing climate resilience and adaptation through technical expertise, policy insights, and stakeholder engagement, aiming for ecological security and sustainable water management. With a passion for innovation and challenging conventional approaches, Pan Ei is committed to uncovering and advocating for integrated water management strategies that address water scarcity and climate change vulnerabilities, aiming to secure a sustainable and resilient future.

She holds dual master's degrees in Water Science, Policy, and Management from the University of Oxford and Water Resources Engineering and Management from the University of Stuttgart and a Bachelor of Engineering from Myanmar Maritime University.
