Academic Profile

Anca Elena Mihalache is currently pursuing a part-time DPhil in social science at the Environmental Change Institute, School of Geography and Environment, University of Oxford. Anca’s research focuses on demand side response (DSR) in the UK, aiming to identify barriers to DSR and explore options to support its contribution to achieving decarbonisation goals, with a particular interest in consumer perspectives.

In addition to her doctoral studies, Anca works full-time at the Department for Energy Security and Net Zero (DESNZ) as the Head of Smart Energy Policy. She leads initiatives across energy digitalization, DSR, batteries, and the Smart Systems and Flexibility Plan. Previously, Anca worked on the Smart Metering Implementation Programme and energy governance reform, where she developed her expertise in smart energy solutions and policy development.
