Policy-making and adaptation to climate change in Mexico: reducing the barriers and maximizing the benefits of government and corporate responses in the context of uncertainty

Academic Profile
Juan's doctoral research examines the barriers and limits to adaptation to climate change in Mexico, at the company level, and asks (a) how those barriers and limits can be reduced, (b) what is the role of awareness, knowledge and perception of climate change in the decision making of companies about adaptation, (c) what guides their decisions in the context of uncertainty, and (d) how uncertainty may influence the process of adaptation to climate change. His work uses economic and social sciences theories on decision making to further understand how the private sector may adapt to climate change.
Prior to joining the Environmental Change Institute at the School of Geography and the Environment, Oxford, Juan worked as advisor to the Mexico's Program on Climate Change at the National Institute of Ecology. His responsibilities included assessing and supervising quality control and assurance of Mexico's greenhouse gas emissions inventory, and supervising the compliance of Mexico's Third National Communication with UNFCCC guidelines. He also acted as member of the Mexican delegation to the UNFCCC's COP and COP/MOP.
Juan also acted as Director of Air Quality at the Mexican Ministry of the Environment and Natural Resources (SEMARNAT), and as Logistics coordinator of the MILAGRO project - the major air quality research project ever conducted assessing the local, regional and global atmospheric impact of a megacity.
Over the past 10 years, Juan also provided consultancy on the implementation of environmental management systems and the adoption of ecoefficiency practices on industries from different sectors including electronic components, vehicle seat-belt manufacturing, printing, tannery, and plastic injection; worked on science and technology policy making, and conducted research on urban sustainability.
Juan holds a BSc in Chemical and Systems Engineering and an MSc in Environmental Engineering from ITESM (Monterrey, Mexico) and a MSc on Evironmental and Health Management from MIT (Boston, USA).
